*Bhubaneswar, May 29:* The Kalinga TV Conclave ``Panchama Pali Bikasara Pali’’ (Fifth term is the era of Development) today ended with the panelists narrating good governance and people-centric actions of the Odisha Government as the unique `mantra' for the overall socio-economic growth of the state.
The three sessions, i.e. ``Mission Shakti and Women Empowerment’’, ``5T : An Innovative Step to Steer Development’’ and ``Odisha on the Move’’ discussed the success of the women SHG movement, 5T initiatives in having a ``corporate style target-oriented work culture’’ and quality infrastructure growth, resulting in massive rural productivity and employment.
With a metaphor senior BJD leader and Agriculture Minister Ranendra Pratap Swain said that the clean governance from the top to the grassroots level had become a key performance-level indicator. ``If the water at Hirakud will be muddy and polluted then the same thing will also be felt near Mundali. Similarly, due to transparency at the top, the downward resultant is also effective and clean,’’ he added.
Narrating topics like budget outlays and expenditure levels from the post super cyclone era till date and managing issues like IMR, MMR, death due to malnutrition, slash in the BPL category population, quantum jump in food grain production, health sector transformation, help to other states during COVID 19 pandemic, drop in school dropout rates, IT-driven governance and last but not the least, being the only state with ``Gender Budgeting’’, Swain said ``the quality governance of Naveen Babu has transformed the people’s perception of Odisha as it was earlier known with its natural disasters and starvation deaths.’’
Food Supplies and Consumer Welfare Minister Atanu Sabyasachi Nayak narrated his own experience during his early political career and said how the infrastructure development was never a priority then and now the present regime has made it a point to develop it with priority for people’s convenience.
Shreemayee Mishra, Chairperson OB and OCWW Board Government of Odisha explained the how the Mission Shakti movement has become self explanatory with 70 lakh members and over 6 lakh SHGs across the State and how the members have taken the local products to a global destination with air connectivity between Bhubaneswar and Dubai with direct flights.
Advisor Special Development Council Pradeep Kumar Majhi and Rajya Sabha Member Sulata Deo also spoke about the people-centric approach and how 5T Department has now steering the people’s aspirations to real-life projects ensuring both life and livelihood.
Principal Secretary Transport and Skill Development Usha Padhee, Principal Secretary Works Vir Vikram Yadav, Principal Secretary Rural Development Sanjay Kumar Singh and Secretary Electronics and IT Manoj Kumar Mishra narrated how the Government’s vision to make services available at their doorsteps under 5T has become the new norms in administrative outlook in Odisha.
The business process re engineering for citizen-centric services with IT-based solutions, telecommunication upgradation in rural pockets, increased work area and budget for Works Department to ensure timely completion of bridges and roads, connecting rural hinterlands with major road networks by smaller roads and bridges and air connectivity and Odisha topping the top list under the Logistics Ease Across Different States (LEADS) survey has put Odisha in a different league altogether.
However, the panelists and speakers were unanimous to agree that the dream to make Odisha a trillion-dollar economy in the near future and emerge as the gateway to East and South East Asia would be possible with a holistic approach irrespective of the urban-rural divide and for this the entire 4.5 crore Odia population with a special focus on youth and women is to be included.
