ଭୁବନେଶ୍ବର: ମନୋରଞ୍ଜନ ଶିଳ୍ପ ତଥା ବାଣିଜ୍ୟିକ ମନୋରଞ୍ଜନ କାର୍ଯ୍ୟକଳାପରେ ନିୟୋଜିତ ଶିଶୁଙ୍କ ପାଇଁ ନୂଆ ନିୟମ ଲାଗୁ। ବିଶେଷ କରି ଟେଲିଭିଜନ, ସିନେମା, ଯାତ୍ରା, ଲାଇଭ ପ୍ରେକ୍ଷାଳୟରେ ଶିଶୁ କଳାକାରଙ୍କ ଶୋଷଣ ଉପରେ ଲାଗିଲା ରୋକ୍। ଶିଶୁ ଏବଂ କିଶୋର କିଶୋରୀମାନଙ୍କୁ ଆକର୍ଷିତ କରିବାର ଘଟଣା ଘଟୁଥିବା ଦର୍ଶାଇ ନୂଆ ନିୟମ ଲାଗୁ କଲା ଓଡ଼ିଶା ରାଜ୍ୟ ଶିଶୁ ଅଧିକାର ଆୟୋଗ। ଏନେଇ ଏକ ଗାଇଡ଼ଲାଇନ ଜାରି କରିବା ସହ ଜିଲ୍ଲା ମାଜିଷ୍ଟ୍ରେଟ ଓ ସମସ୍ତ ଜିଲ୍ଲାପାଳଙ୍କୁ ଚିଠି ପ୍ରଦାନ କରିଛନ୍ତି ଆୟୋଗର ଆଧ୍ୟକ୍ଷ ମନ୍ଦାକିନୀ କର। ନୂଆ ଅଧିନିୟମ ଏବଂ ନିୟମ ଅନୁଯାୟୀ ଏଣିକି ମନୋରଞ୍ଜନ ପାଇଁ ଶିଶୁଙ୍କ ବ୍ୟବହାର ଉପରେ ଲାଗିବ ରୋକ୍। ଶିଶୁ ଏବଂ କିଶୋର ଶ୍ରମ ଅଧିନିୟମ (ନିଷେଧାଦେଶ ଏବଂ ନିୟମାବଳୀ) ଅନୁଯାୟୀ ଶିଶୁମାନଙ୍କୁ ଯୌନ ଅପରାଧରୁ ରକ୍ଷା ତଥା ସେମାନଙ୍କ ସୁରକ୍ଷା ନିରାପତ୍ତା ଓ ଶିକ୍ଷାକୁ ଗୁରୁତ୍ୱ ଦେଇଛନ୍ତି। ନିୟମ ଅନୁଯାୟୀ ଯେକୌଣସି ଟିଭି ତଥା ଚଳଚ୍ଚିତ୍ର ନିର୍ମାତା ବା ଯାତ୍ରା ପାର୍ଟିର ମାଲିକ ଆବଶ୍ୟକ କରୁଥିବା ଶିଶୁ କଳାକାରଙ୍କ ପାଇଁ ପ୍ରଥମେ ସେହି ଜିଲ୍ଲା ମାଜିଷ୍ଟ୍ରେଟଙ୍କଠାରୁ ଅନୁମତି ନେବା ଆବଶ୍ୟକ ଯେଉଁଠାରେ ସେମାନେ ନିଶ୍ଚିତ ଭାବରେ ଜିଲ୍ଲା ମାଜିଷ୍ଟ୍ରେଟଙ୍କୁ ଫର୍ମ ସି (ଶିଶୁ ଶ୍ରମ (ନିଷେଧ ଏବଂ ନିୟମାବଳୀ) ସଂଶୋଧନ ନିୟମ, ୨୦୧୭ ଅନୁଯାୟୀ, ଶିଶୁ ଅଂଶଗ୍ରହଣକାରୀଙ୍କ ତାଲିକା, ପିତାମାତା କିମ୍ବା ଅଭିଭାବକଙ୍କ ସମ୍ମତି ଏବଂ ଶିଶୁର ଦାୟିତ୍ୱରେ ଥିବା ବ୍ୟକ୍ତିଙ୍କ ନାମ ପ୍ରଦାନ କରିବା ଆବଶ୍ୟକ। ଏହା ସହ ସୁରକ୍ଷା ଏବଂ ନିରାପତ୍ତା (ଶିଶୁ ଏବଂ କିଶୋର ଶ୍ରମ ଆଇନର ଧାରା ୧୭ଏ, ୧୯୮୬) ଏବଂ ଶିଶୁ ଏବଂ କିଶୋର ଶ୍ରମ ନିୟମର ନିୟମ ୨ସି, ୨୦୧୭) ଫର୍ମ ଦେବା ଜରୁରୀ। ଲାଇଭ୍ ସୋ ପାଇଁ, ନିଶ୍ଚିତ ଭାବରେ ଏକ ଘୋଷଣା ହେବା ଆବଶ୍ୟକ ଯେ ପ୍ରଦର୍ଶନ କିମ୍ବା ସୁଟିଂ ସମୟରେ କୌଣସି ଶିଶୁର ଅତ୍ୟାଚାର, ଅବହେଳା କିମ୍ବା ଶୋଷଣ ନହେବା ପାଇଁ ସମସ୍ତ ଆବଶ୍ୟକୀୟ ପଦକ୍ଷେପ ନିଆଯାଉଛି।

ଚଳଚ୍ଚିତ୍ର ଆରମ୍ଭରେ, ଟିଭି ସିରିଏଲର ପ୍ରତ୍ୟେକ ଏପିସୋଡ୍, ରିଆଲିଟି ସୋ କିମ୍ବା ସୋସିଆଲ୍ ମିଡିଆ ପ୍ଲାଟଫର୍ମରେ ବିଷୟବସ୍ତୁ ପ୍ରଦର୍ଶିତ ହେବା ଉଚିତ୍। ଜିଲ୍ଲା ମାଜିଷ୍ଟ୍ରେଟ୍ ଜିଲ୍ଲା ଶିଶୁ ସୁରକ୍ଷା ୟୁନିଟ୍ (ଡିସିପିୟୁ) କୁ କର୍ମକ୍ଷେତ୍ର ଯାଞ୍ଚ ଏବଂ ନିର୍ମାତା, ଯାତ୍ରୀ ପାର୍ଟୀ କିମ୍ବା ଥିଏଟରକୁ ଅନୁମତି ପ୍ରଦାନ କରିବାକୁ ନିର୍ଦ୍ଦେଶ ଦେଇପାରନ୍ତି। ସେହି ଅନୁଯାୟୀ ମାଲିକ ଅନୁମତି ପ୍ରଦାନ କରିବା ପରେ ଜିଲ୍ଲା ମାଜିଷ୍ଟ୍ରେଟ୍ ଡିସିପିୟୁକୁ ସଂପୃକ୍ତ ଶିଶୁ କଲ୍ୟାଣ କମିଟି ତଥା ଜିଲ୍ଲାର ଶ୍ରମ ଇନ୍ସପେକ୍ଟରଙ୍କୁ ଶିଶୁ କଳାକାର ଭାବରେ ନିୟୋଜିତ ପିଲାମାନଙ୍କର ତାଲିକା ପ୍ରଦାନ କରିବାକୁ ନିର୍ଦ୍ଦେଶ ଦେବେ। ପ୍ରାପ୍ତ ହୋଇଥିବା ଅନୁମତି ଛଅ ମାସ ପାଇଁ ବୈଧ ରହିବ। କେନ୍ଦ୍ର/ରାଜ୍ୟ ସରକାରଙ୍କ ଦ୍ୱରା ଜାରି କରାଯାଇଥିବା ନିର୍ଦ୍ଦେଶାବଳୀ ତଥା ସୁରକ୍ଷା ନୀତି ଅନୁଯାୟୀ ଶିଶୁର ଶିକ୍ଷା, ସୁରକ୍ଷା, ନିରାପତ୍ତା, ଏବଂ ଶିଶୁ ନିର୍ଯାତନା ରିପୋର୍ଟ ପାଇଁ ସ୍ପଷ୍ଟ ଭାବରେ ବର୍ଣ୍ଣନା କରାଯିବା ଆବଶ୍ୟକ ବୋଲି ଏକ ଗାଇଡଲାଇନ ଜାରି କରାଯାଇଛି।

Bhubaneswar: New rules have come into force for children engaged in the entertainment industry and commercial entertainment activities. Child actors, especially in television, cinema, travel and live theatre, have been banned. The Odisha State Commission for Protection of Child Rights (OSCPCR) has issued new guidelines for the protection of children from sexual offences. A letter in this regard has been sent to all the district magistrates and the superintendent of police. According to the new rules, the use of children for entertainment will be banned. According to the Child and Adolescent Labour (Prohibition and Regulation) Act, children are protected from sexual offences and their safety, security and education are given importance. According to the rules, any TV and film producer or travel party owner is required to first obtain permission from the district magistrate where they must provide to the district magistrate, in Form C (Child Labour (Prohibition and Regulation) Amendment Rules, 2017), the list of child participants, consent of parents or guardians and the name of the person in charge of the child. The form must be filled under the Protection and Safety (Section 17A of the Child and Adolescent Labour Act, 1986) and Rule 2C of the Child and Adolescent Labour Rules, 2017. For live shows, there must be an announcement that all necessary steps are being taken to ensure that no child is abused, neglected or exploited during the performance or filming. At the beginning of the film, every episode of the TV serial, reality show or social media platform should display the content. The District Magistrate may direct the District Child Protection Unit (DCPU) to inspect the workplace and grant permission to the producer, travelling party or theatre. Accordingly, after the owner gives permission, the District Magistrate will direct the DCPU to provide the list of children engaged as child artists to the concerned Child Welfare Committee as well as the Labour Inspector of the district. The permit will be valid for six months. A guideline has been issued stating that the guidelines issued by the Central / State Government as well as the safety policy must be clearly delineated for the education, safety, security, and reporting of child abuse.
